Description: 6' 4', 240 lbs. Complexion: tanned, Hair: Black, Eyes: Dark Green. Deepblue native (Old Earth Polynesian in appearance). Clad in black, tight-fitting tee shirt and aquatic camo military fatigue pants. Has crossed-sword insignia on right arm marking his Enforcer affiliation and ten armed Kraken tattoo on his left (for his heritage). Wears ivory tribal pendant around neck.

Homeworld: Deepblue

Family: Single. Mother still lives on Deepblue on one of the floating islands. Older sister is a pilot for the fleet.

History: Retired enforcer Nigel Taga'i worked for twenty years for as a guide for those who came to the water-world of Deepblue. He often brought his two teenage sons to assist in running the 30 meter outrigger he sailed when hunting Leviathans. These enormous creatures (often 50 meters long but some measuring over a kilometer) were once worshipped as gods by the locals, but are considered enormous trophies for anyone brave enough (or stupid enough) to try and catch one. Some years ago on a trip to locate another vessel which failed to return to port after a rather nasty storm, Nigel's boat was attacked by a beast of epic proportions and was ripped to shreds. The only survivor was fifteen year old Julian, found almost a week later in a deflating life raft. His mother thought it was best to get her now traumatized son as far away from the water-world as possible. Using her deceased husband's Justicia connections, she had the boy sent to school on Orissa where he showed an affinity towards technology (the years he had spent repairing damaged systems on the outrigger came in handy). Upon graduation he enlisted in the Peaceforce and was later moved to the Enforcer Branch in a support function - fixing equipment. His mother assumed that as a technician, Julian wouldn’t see much action. During a campaign to eliminate pirates harassing one of the outlying mining colonies, 21 year-old Cpl. Taga'i actually saw quite a bit.

The jungles of Everglade were as close to hell as one could find: rough terrain, extreme temperatures, a plethora of bloodsucking bugs, hostile reptiles the size of hover-tanks and native fauna that not only ate meat but actually went out to look for it. Thorough reconnaissance was essential to ensure the success of their mission. Captain Taber, greener than the 5-meter ch’ula lizards that roamed the swamps of Everglade apparently did not think so. He decided to march his squad of crack enforcers through the front door of the pirate’s compound and arrest their leader: Stagros Grim.

Three klicks from their drop-off point, and eight from their target, the Enforcers saw action. Inadvertently they located a large cache of explosives in a small valley not far from the main compound of the pirates. Their APC was blown to pieces on the way into the valley by gauss-mines set by the pirates. Of the twelve Enforcers who survived the crash, only seven made it back to the drop site. Wounds from the mines, a hostile jungle and a prolonged firefight with Grim’s troops did in the other five, including Captain Taber. Taber’s mission was a failure.

When the dropship of wounded lifted into the hazy Evergreen atmosphere acting Sgt. Taga'i was not on it. The quiet technician –and now ranking squad leader-- decided to carry on the mission and bring Grim to justice. Using the pirate’s own explosives, Taga’i’s five remaining Enforcers blew the electric fence which surrounded the compound, and took out their sensor tower as well. In the confusion Julian was able to capture Grim and his Lieutenant and force-march him the eleven miles back to the pick-up point and the safety of the Justicia gunship waiting for them. He didn’t lose a man, and was hailed as a hero.

Five years later while on leave on his aquatic homeworld Julian noticed that certain financially strapped executives of the Deepblue Corporation were turning a blind eye to the wholesale slaughter that offworld poachers were performing on the Leviathans. In normal years a hunt may yield 15 to 20 beasts, in two seasons the poachers had killed 500. When his protest to the corporation went unheeded he contacted his superiors on Orissa. Poachers and sleazy corporate types don't take too kindly to whistleblowers. Threats were made on his family and friends and his childhood home burned under “mysterious” circumstances. His promising career was also threatened. He resigned his commission and decided to remain on Deepblue and protect his heritage.

For the next three years Julian Taga'i worked by any means necessary to stop the poaching, first through peaceful resistance, and when three of his companions were killed by Leviathan poachers, he used other methods. In a two month period, Julian’s band of eco-soldiers destroyed thirteen boats and three floating processing centers. When he was captured the “Hero of Everglade” was convicted of terrorist acts and sentenced to ten years in a Justica prison. He served just under three years before he received the call from Peaceforce Intel. Serve in the Torch team and they'd knock years off his sentence.

Psychological Profile: Julian is quiet and reserved he tends not to talk much, often leading others to think he is somewhat dim. He tends to keep to himself and often chooses assignments that will allow him to go to undeveloped, dangerous places and if possible near large bodies of water. Julian is a rock under pressure, and never seems consider the odds before volunteering for assignments. Superiors can not agree if he is incredibly brave or maybe just a little suicidal.

Julian wears a tribal pendant he was given by his mother before he left Deepblue and sends money home to his mother from every paycheck.
