HAVOC

HAVOC was a worldwide conspiracy formed in the late 19th century by a cadre of industrialists. Its aims were simple: world conquest under a powerful ruling class.

Under the leadership of Death's-Head, HAVOC was responsible for the start of World War I as part of a plan to pit world nations against each other. After the Second World War, the organization was taken over by former Nazi officers and became more powerful than ever, with thousands of agents forming a private army. In the Silver Age, HAVOC became the chief threat to the new global police organization, Phase Two. Time after time, HAVOC agents launched schemes and intrigues aimed at world domination.

For many years, the leader of HAVOC was a eccentric masked figure known as the Controller, who dressed in white and spoke with a German accent.

HAVOC persisted as a global threat until an alliance of superheroes, including Watchstar and the Crusaders, banded together to defeat them. However, pockets of the old conspiracy still surface from time to time.
