Organization
The global
police and intelligence organization called Phase Two was formed in
the aftermath of World War II as the enforcement arm of the United Nations.
Originally Phase Two was a international peacekeeping force, with UN
members each contributing troops and resources. However, after World
War II, with the proliferation of superpowers and the arrival of extraterrestrials,
Phase Two's mission evolved. The organization soon became Earth's first
line of defense against the threat of dangerous superpowered forces.
Phase Two has effectively dealt effectively with a number of global
crises, including HAVOC and the S'Ta invasion.
Its mission has continued into the 21st century as it deals with the
emerging threats of superhuman terrorists.
Since the
1950s, Phase Two has recruited and funded superhero teams and solo operatives
throughout the world. Notable Phase Two operatives have included Doctor
Saturn, the Crusaders, Raven,
Napoleon Wolf, and Rebel.
Since the
1960s, Phase Two has run a worldwide system of superhuman detention
centers known as Strongholds, equipped with special containment cells
and technology designed to deal with superpowers.
Phase Two
was originally led by Maximilian Hellstrom,
a famed British commando who served with distinction during World War
II. It is currently led by his granddaughter, Sabrina
Hellstrom. Phase Two's global headquarters are in New York City.
